We bought a screen door with a roll down screen for half the door the storm window panel slides up

For winter in (MN)
Darn it all the darn screen won't latch on the little hook things... Tried taping it with duck tape, but once the sun beats on it for a few hours-UP it Rolls!

We are thinking of cutting out screen and then taping that piece on place and or replacing the whole darn door.... Any suggestion would be greatly appreciated !
